A Costa Rican IP, on a home line or a mobile network. You see Google results as a user in San José or Liberia sees them, prices in colones on Mercado Libre Costa Rica, and campaigns booked for Costa Rican audiences. Fintech and e-commerce teams check how their checkout looks to a local customer who also has SINPE Móvil on the phone.
Costa Rica proxies on kölbi, Claro and Liberty IPs
Costa Rican addresses from Residential Turbo and Residential Flex, from $2 a GB, and roughly 130 mobile IPs from $4 a GB. There are no ISP static or datacenter addresses for Costa Rica.
State-owned ICE sells mobile and home service under the kölbi brand. Movistar's old network now trades as Liberty, which surprises people reading ASN names.
Costa Rican mobile addresses on kölbi, Claro and Liberty, about 130 in the pool, rotating or sticky, from $4 a GB.
Costa Rican home IPs on Turbo and Flex, city and ASN targeting, sticky sessions, from $2 a GB.
Why GeekProxy:
-
[ Costa Rica proxy on the ICE network ]
ICE, the state utility behind kölbi, routes on AS11830, and Residential Flex can keep a session inside that ASN.
-
[ Movistar ASN, Liberty brand ]
AS262202 is still registered as Telefónica de Costa Rica, while the mobile service now sells as Liberty at liberty.cr.
-
[ Payment QA around SINPE Móvil ]
The Banco Central de Costa Rica runs SINPE Móvil, which sends money to a phone number, so payment flows get tested locally.
-
[ Bing at 8.25% of searches ]
Statcounter recorded Google at 89.93% and Bing at 8.25% of Costa Rican searches in September 2026, a share worth tracking.
-
[ Two exchanges in San José ]
CRIX and Navégalo IXPCR both operate in San José, where Costa Rican networks exchange traffic with each other.

Residential Turbo, Residential Flex and Mobile. Costa Rica has no ISP static addresses and no datacenter IPv4 with us. Turbo is the cheap default and supports UDP. Flex is for San José, Alajuela or a single ASN such as ICE. Mobile has about 130 live addresses, enough for app checks on kölbi, Claro or Liberty.
-
Residential Turbo from $2 a GB, Residential Flex from $3 a GB, Mobile from $4 a GB, with lower rates on larger packages. Everything for Costa Rica is billed by traffic, since there is no per-IP static product. One balance covers all three, and leftover gigabytes stay available for the next job.
-
Residential Flex filters by country, region, city, ASN and ZIP. So San José on ICE's AS11830, or Heredia on the Tigo cable network, AS262197, is a setting when exits are online there. Coastal towns have thinner pools. Turbo targets the country and rotates. Mobile is chosen per connection at country level.
-
Rotating by default. Both Turbo and Flex hold sticky sessions when one address must last through a login or a payment form, and Flex lets you set that TTL in minutes. Mobile IPs rotate with the carrier and can be held sticky. A static Costa Rican IP for 30 days is not offered, because there is no ISP product here.
-
HTTP, HTTPS and SOCKS5, with the same login for residential and mobile. UDP runs on Residential Turbo; Flex is TCP only. Mail ports are available solely on Residential Turbo, opened by support on request. Standard infrastructure logs are kept for up to three months. Traffic content is never logged.
-
About ten seconds after the payment goes through, the credentials are in your dashboard. Maybe a Costa Rican address fails to connect, shows up as Panama on a geo check, or runs far below the stated speed. Open a ticket within 24 hours. Technical faults in that window are refunded.

Law No. 8968 on the protection of personal data, enforced by PRODHAB, plus Law No. 7975, which makes disclosing confidential personal information a crime. Rank tracking, price checks and ad verification do not touch personal data. Building lists of Costa Rican residents does, so read Law 8968 first. The proxy does not take that duty off you.
